Qubadli - City Masterplan
Baku
This masterplan presents a new vision for the future development of Qubadli as a pioneering sponge city — an ecologically sustainable urban model designed to blend in with its natural surroundings. Spanning 330 hectares, the plan outlines a thriving regional centre for up to 14,000 residents, offering well-being-oriented living spaces shaped by nature-based and water-sensitive strategies.
Qubadli’s urban layout adheres to the principles of the 15-minute city, comprising walkable, mixed-use neighbourhoods where everyday amenities are easily accessible. The design incorporates permeable surfaces, water retention systems and natural filtration landscapes to manage rainwater and boost climate resilience. Streets and public spaces are designed to encourage active mobility and a human-scale environment through slow movement strategies.
As a model for future development, Qubadli embodies a balanced approach to growth: sustainable, resilient and deeply connected to nature. It sets a benchmark for next-generation urbanism in the region.
